中国石化新闻网讯 据石油和天然气管道新闻8月4日报道,三星工程(Samsung Engineering)已与墨西哥国家石油公司(PEMEX) 100%控股的子公司PTI Infraestructura de Desarrollo (PTI- id)签署了一份墨西哥炼油项目的合同。
该项目位于墨西哥塔巴斯科州东部320公里处的多斯博卡斯港,将处理34万桶石油,一旦二期工程启动,将在大约3年内完工。
该合同是由三星工程墨西哥分公司经理JaeJun Yoo和墨西哥国家石油公司副总裁Cornejo博士在墨西哥能源部长办公室(SENER)举行的正式签字仪式上签署的。墨西哥能源部长加西亚Rocio Nahle Garcia和三星工程副总裁Kyongjin Mun出席了仪式。
炼油厂共有6份合同,三星工程获得其中2份,包括柴油加氢脱硫(DHDT)装置、汽油加氢脱硫(HDS)装置、石脑油加氢处理(NHT)装置和石脑油重整装置,以及包括3套流体催化裂化(FCC)装置。
三星工程公司总裁兼首席执行官Sungan Choi表示:“三星工程公司在为墨西哥国家石油公司提供高质量的炼油设备方面有着良好的记录。我们将确保该项目的圆满完成,并赢得客户信任,来获得未来更多合作的机会。”
合同分为两个阶段。第一阶段包括拟订详细工程、拟订项目执行计划和可施工性的分析研究,以及为第二阶段作出费用概算。合同金额分别为8490万美元和5780万美元。
当第一阶段完成后,该项目将在明年完成第二阶段的成本估算,最终转换为EPC合同。三星工程公司在一份声明中表示,该项目能够同时实现两个目标,即确保与墨西哥国家石油公司保持长期的合作关系,并通过Dos Bocas炼油厂重新进入墨西哥市场。

Samsung Engineering wins refining contract in Mexico
Samsung Engineering has signed a contract for a refinery project in Mexico with PEMEX’s 100 per cent subsidiary PTI Infraestructura de Desarrollo (PTI-ID).
The project is located at Dos Bocas Harbor, Tabasco State 320 km east of Mexico City, will process 340,000 barrels of oil and be completed in around three years once Phase II starts.
The contract was signed at an official signing ceremony in the offices of Secretaría de Energía de México (SENER) - Ministry of Energy (Mexico) in Mexico City by Samsung Engineering’s Mexico Branch Manager JaeJun Yoo and PEMEX’s vice president Dr. Cornejo. The ceremony was attended by Mexico’s Secretary of Energy Rocío Nahle García and Samsung Engineering’s vice president Kyongjin Mun.
The refinery consists of six packages in total and Samsung Engineering received two out of them, Package 2 which includes Diesel Hydrodesulfurization(DHDT) Unit, Gasoil Hydrodesulfurization(HDS) Unit, Naphtha Hydro-treating(NHT) Unit and Naphtha Reformer and Package 3 which includes Fluid Catalytic Cracking (FCC) Unit.
Samsung Engineering’s President & CEO Sungan Choi stated: “Samsung Engineering has an excellent track record in delivering quality plants for PEMEX. We will insure optimal implementation for this project and re-earn the trust of the client for many future joint projects to come.”
The contract is divided into two phases. Phase I includes the development of detailed engineering, development of project execution plan and constructability as well as a cost estimate for Phase II. The contract amount for Packages 2 and 3 are US$84.9 and $57.8 million, respectively. In Phase II the contract is expected to be converted to a total Engineering, Procurement and Construction (EPC) contract.
When Phase I is completed, the project will be conclusively converted to an EPC contract next year after performance of the cost estimate for Phase II. Samsung Engineering said in a statement that it was able to achieve two goals in one step with this project, securing the relationship with PEMEX as regular customer and re-entering the Mexican market with the Dos Bocas Refinery.
