1. 中化建国际招标有限责任公司（招标代理机构）受中海石油炼化有限责任公司（招标人或采购人）委托，就中海石油炼化有限责任公司惠州炼化二期项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Oil & Petrochemicals Co., Ltd. (hereinafter referred to as “Tenderee” or “the Purchaser”), intends to purchase the Commodities and the relevant services required under the project of CNOOC HUIZHOU REFINING & PETROCHEMICALS PROJECT PHASE II with this Invitation for Bids (hereinafter referred to as “IFB”) by International Competitive Bidding. The Bidders are kindly requested to provide the following Commodities and services with sealed bids.

2. 对投标人的资质/业绩要求：
Requirement for Bidder's qualification and reference:
1) 投标人所提供阀门在2005-2014年内至少有1套在产能为30（及以上） 万吨/年高密度聚乙烯HDPE装置（INEOS 环管反应器工艺） 的销售业绩，且一次性销售合同中需同时含有XV-40043、XV-40046位号或者同时含有XV-30041、XV-30044位号的阀门。
1) The bidder must have at least 1 set of sales performance applied to 300KTA or above HDPE Plant (INEOS loop reactor process) from 2005 to 2014, meanwhile, both the vales with tag number of XV-40043 and XV-40046 ,or XV-30041 and XV-30044 shall be include under the same contract.
2）投标人应是投标货物的制造厂商

3.有兴趣的合格投标人可通过以下方式获取招标文件：2015年7月16日开始至2015年7月24日止(北京时间)，在中国海洋石油总公司门户网站（http://www.cnooc.com.cn/col/col871/index.html）购买招标文件（电子版）。招标文件每套售价为2000元人民币或350美元，售后不退。
The interested and qualified Bidders may obtain the bidding document by following method: through CNOOC's website (http://www.cnooc.com.cn/col/col871/index.html) starting from July16, 2015 to July 24, 2015 (Beijing time) upon non-refundable payment of RMB 2000.00 or USD 350.00 for each copy (electronic edition),
投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户（开户名称：中化建国际招标有限责任公司，开户银行：交通银行北京分行和平里支行，人民币账号：110060224018010009667，美元账号：110060224146300007037）。在线支付成功后，系统将向投标人在购买招标文件登记表中填写的电子邮箱发送通知邮件，投标人可通过邮件中的链接自行下载招标文件。
The bidder shall fill in the Bidding Document Purchase Registration Form on line and the payment shall be wired to the designated account (Name of Account: CNCCC International Tendering Co., Ltd.; Name of Bank: Hepingli Sub-branch under Communication Bank of Beijing Branch; RMB A/C No.: 110060224018010009667; USD A/C No.: 110060224146300007037). After successful remittance, the system will send the download link to the registered e-mail address in Bidding Document Purchase Registration Form. Bidder may download the Bidding Document by this link.
4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2015年8月6日上午10:00（北京时间）前递交至中化建国际招标有限责任公司4楼会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to Meeting room, Floor 4, CNCCC International Tendering Co., Ltd. at or before 10:00 am (Beijing Time) on August 6, 2015. Any bid beyond the required time and date shall be subject for rejection.
